fossicking Permission Question

New to fossicking and this great forum. I have been researching and have half answered my question regarding permission to fossick. What I found is: -

1. Prospecting on private land needs the owners permission
2. Prospecting in state forests needs a permit
3. It is illegal to prospect in national parks

Ok BUT what about the other public areas in NSW?

I have read that a begineer should start at a know area which has yielded gold, but do I need permission to go to these areas? If yes how and who do i get permission?
