Sorry, but this can happen when no research is done before a trip is made. Always remember the 6P's.
I've never been there mainly because most of the ground is held by grazing property's and they don't seem very keen to let people on to wander about with a metal detector or pan to go fossicking.
A bit of reading/research here.

There is a detector shop/Minelab dealer in Charters Towers, the owner is a member on this forum, Qld Sandy, you may have been there already but if not you could maybe try.

re: Clermont
In Clermont there are nine GPAs. General Permission Areas. And if you don't find your trip expenses there you need to give the game away.

Shouldn't that be if you don't find your trip expenses there you need to realise that this is part of a game where there are NO guarantees and if you cant accept/afford this then you need to give the game away

Re: charters towers
I was in Charters Towers earlier in the year and most is private property and you would need to know someone really to get on a property.
A new GPA has opened up there called 'Youngs Block' http://www.qld.gov.au/recreation/activities/fossicking/north-qld/youngs-block/.
I did go for a swing there just for a day without any success.
