Who to contact to fossick in State Forests near the ACT
Below is a response I got when I requested some info on fossicking in NSW state forests near the ACT.
Hope it is helpful to some one.

To fossick in State forests you will require a Special Purpose Permit.
These are issued by the Region that manages that particular forest.
For forests in the Canberra area I would suggest:
Hume Region
Riverina Highlands Building
76 Capper Street Tumut
P: 6947 3911
F: 6947 2865
Also, here is some further information on fossicking.

We were up in Oberon two weeks ago, contacted Bathurst Forestry, over the mobile were able to purchase special purpose permits to fossick in all nsw state forests except those held under lease. Cost was $22 paid by card over the phone. Did have to sign an agreement sent by email, printed signed scanned and returned. Printed down a number of hardcopies of the permit. regards Phil

Sounds good, how do you know which forests are under lease?

Phil are you sure this permit is for all state forests
When you go to there site they say something about "individual regional permits".

Fossicking
Permit says Special Purpose Permit , specified activity Fossicking in State Forests, Forest All Forests NSW, Conditions -the thing we signed and sent back- must conform with mining act 1992, can't go on if lease without authority of lease holder. How you find out if lease is active is contact Forestry. We contacted Jenny Wasow, Business Support Officer, Macquarie Region Forests NSW 0263315528 to get this little beauty. I intend to plead I didn,t know if I do stumble onto forestry leased ground. Already had to wave it at a state forest near Temora. Magic. Very nice person to deal with, regards Phil

Thanks again for the info.
The online doco seems to read as though you need one for various areas, bloody confusing.
I have been looking out how to find out how this is done, I see references to a thing called TAS MAP but that is no longer available and has been replaced by another facility see below(not sure if this is the right one either :

My pass is about to expire so I'm finding this possible extension to all State Forests in NSW quite interesting.

Mate go the Bathurst office , as described all NSW covered, I suspect the left does not know what the right is doing but I do not care, it is a legal document and I would love to be challenged and take it to court

I've submitted my application for a new permit with the Bathurst Office. I've asked for access to all State Forests. I'll let you know how I go.

It Appears that all new permits now issued are for ALL STATE FORESTS exept those under lease and the conditions are supplied with the permit when you get it . I just applied for mine and thats what i got with out asking any qustions about what it covers its written on the permit.....

I was chasing down a permit and rang a number in the local area. They could not help me but did confirm that what you say was true.
I then rang another area indicated on their web site and got no where again.
So I rang Bathurst and success, very helpful and friendly people, even those who could not help directly.
The lady from Bathurst confirmed that it is now for all state forests. I did this over the phone and if all goes well should receive my permit via email today. You may have some trouble if you ring next week as the lady doing the permit, not sure if she is the only one, is going on holidays.
In ended I would recommend going via Bathurst as they seem to know what to do.
As a matter of interest I went in to a local ACT CONNECT today to find out where in the ACT you can go and if you need a permit. They had no idea and gave me the phone number of the defunct local fossicking club.

At least you are legal
Well done, but do avoid national parks and check state forests have not been converted into them in NSW. Believe me even the National Park guys do not know what is going to suddenly morph into a park overnight. regards Phil

I got my permit back the other day. Yep - all State forests in NSW.
