G'day tobudd10 & welcome to the forum
There are no miners right permits for NSW QLD you need a miners right, in NSW you need permission from the landholder/ grazier on grazing leases and private freehold land, and also the mining companys permission if your going on any of their leases. There are some fossicking areas on crown land that you can go on without permission like at HIll End and the Stewart Town common etc. You can also get permits for a $ fee from NSW state forests to go detecting in them.
QLD you need to get a fossicking kit for designated "General Permission Areas" which are mostly state forests.
