Peter a good one mate. I never thought of that. It just might be. It's about the right size.

G'day mc30,
Maybe a hood ornament of an old car..... "Dove of peace". Rings a bell.
Cheers.

Re: What's this off??
Looks like the top emblem of a very old Masonic Junior or Senior Deacon staff/wand.
It is a dove and in its beak would have been carrying a very slender olive branch which has obviously corroded away over time. Underneath is a hole where the wooden staff would have fitted into, and there may be a hole in the bottom side of the dove somewhere, where a screw would have attached it firmly to the wooden staff. As such it could have been disassembled easily. The staff would have been about the same length as a pool queue. If it was found out in the middle of the goldfields, then more than likely would have been part of the equipment or regalia of what is called a travelling lodge, which could be set up anywhere for a night or day (more than likely a tent, room out back of a pub, town hall etc). Different to a permanent lodge, for example in the old (brick and mortar) Masonic Lodge buildings that you see in a lot of small country towns.
Cheers
